Dr. Evgeniy Ivanov

About me

Dr. Evgeniy (Gene) Ivanov's professional work brings together program and project management, strategic analysis, and rigorous conceptual and critical thinking. His career spans international security and both private- and public-sector analytics, with a consistent focus on helping organizations rethink complex problems and challenge inherited assumptions.

Dr. Ivanov previously served as Deputy Branch Head for Transformation at the NATO Crisis Management and Disaster Response Centre of Excellence and as a Strategic Concept Developer at NATO Allied Command Transformation. During his time at NATO, he led conceptual work that challenged conventional wisdom and helped reframe a strategic requirement originating in the 2010 NATO Strategic Concept. As chair of a NATO bi-strategic commands Security Force Assistance Concept Development Working Group, he guided a broad international community of interest that delivered the NATO Concept on Security Force Assistance, which was approved by the North Atlantic Council. This work directly informed the development of NATO doctrine and the establishment of a NATO Centre of Excellence in Security Force Assistance.

His professional expertise lies in applying conceptual clarity and critical inquiry to complex, multi-dimensional problems. A dedicated lifelong learner, Dr. Ivanov holds a Ph.D. in Political Science from the University of Veliko Tarnovo, Bulgaria; an M.S. in Electronic Engineering from the National Military University, Bulgaria; and two M.A. degrees from the Rakovski Defense and Staff College—in National Security and Defense, and in Organization and Command of Land Forces.

Dr. Ivanov writes on leadership, strategic planning, conceptual thinking, civil-military relations, business intelligence, and operational analysis. He currently serves as Research and Analysis Manager for the Virginia Beach Fire Department, where he applies his experience to strengthen local government and the fire service.

He is the author of the Conceptual Meditations dialogue series, which explores foundational ideas through two competing yet complementary perspectives. He also volunteers as an academic article reviewer and serves as chair of the sectional voting commission for Bulgarian parliamentary and presidential elections for the Bulgarian community in Hampton Roads, Virginia.
